Tread is a composite high-temperature compound on a plain bearing. Plain bearings (no rolling elements, just a bushing) are used because rolling-element bearings cannot tolerate the temperature ceiling this wheel is built for.

The plain bearing trades a bit of rolling resistance for a much higher temperature limit. That is the right trade in an oven environment, where the wheel is wheeled in, parked, and wheeled out under heat. Continuous high-speed rolling at elevated temperature is not what this wheel is built for.
